How to make emails non-editable? if email send from userA to userB, UserB can
change the contents of UserA email, if i want to make user A comments
non-editable, is there any possibility of making comments non-ediatble of
every user, if email is being forwarded to different users and ever user add
some comments and every comment is non-editable

No, there's no possibility of that, unless you have complete control over what email tool each person is using. The kind of discussion that you describe probably would be better handled in a server-based discussion forum.

Thanks, microsoft outlook is used in an organization and it is completely
controlled through Microsoft AD and Exchange.

Then you could create a custom form that has a box for typing the comments/response and puts previous text into a non-editable text box. That would stop a truly determined user, but it might be good enough for your needs.

Of course, if anyone uses OWA for mail, they wouldn't see the information in the text box.
